2024-2028 Program Progression

The roadmap provides direction and sequence. Each program remains subject to partnership, budget, compliance, professional, and participant-protection review.

2024

Plan record: organizational start

Initial structure

HGC completed foundational work for its China charitable structure and began developing its team, website, and communication base.

2025

Completed early foundation

Early participation and U.S. structure

HGC participated in autism awareness and volunteer activities while learning about the practical needs of children and families.

  • HGC participated in and supported Light It Up Blue and took part in volunteer activities in China and the United States.
  • The U.S. nonprofit structure was completed, creating a foundation for local volunteer service and community partnerships.

2026

Platform development and pilot preparation

The focus is turning program concepts into reviewable, testable, and documented work. The items below are at different stages.

  • Continue volunteer participation and improve role, training, and safeguarding requirements.
  • Begin early Halo research, subject to evidence, privacy, and data-compliance review.
  • Prepare art and music support resources and participant safeguards.
  • Prepare the first Star Wish Support Mechanism before publishing eligibility or funding channels.
  • Plan ongoing public education, a public-service video, and support for child art displays in China and the United States.
  • Plan professional resource connections and Different Socks awareness; partnership details and dates remain unconfirmed.

2027

Future plans and targets

Program expansion and collaboration

Plans cover art, reading, volunteering, inclusive activities, corporate cooperation, and family support. All numbers are targets.

  • Launch the HGC Art and Music Support Studio and organize child art displays where conditions allow.
  • Begin a structured reading-support program.
  • Target recruitment and training of 100 volunteers.
  • Organize the first Young Guardians Inclusive Activity.
  • Target at least five confirmed corporate charitable partnerships.
  • Target direct support for 50 children, with definitions and counting methods set before launch.

2028

Future plans and long-term targets

Learning and policy dialogue

Plans include research, public dialogue, and more stable program delivery. Outcomes remain subject to execution.

  • Research and publish a report on autism family support after methodology and ethics review.
  • Engage in local policy dialogue without promising policy outcomes.
  • Build more stable delivery and feedback across the three core systems.
  • The plan sets a target of 300 children directly supported; this is not current impact.
