HGC 2024-2028 Program System and Roadmap

HGC's development plan defines three connected program systems and uses the 2024-2028 timeline to distinguish organizational foundations, current work, and future goals.
The roadmap is organized around program readiness and annual objectives. Work that remains planned is not presented as completed impact.
Three Program Systems
- H — Health / Starlight Rehabilitation Support Initiative: the proposed Star Wish support mechanism, early research for the Halo Family Care System, professional resource connection, volunteer service, and reading support.
- G — Growth / Morning Star Inclusive Education Initiative: art and music support, inclusive activities, and support for special-education practitioners.
- C — Connection / Blue Ribbon Social Awareness Initiative: Light It Up Blue, public education, Different Socks awareness, and sector dialogue.
Except for confirmed early actions, these items are in research, preparation, or future-planning stages. A program name does not mean applications or enrollment are open.
Status Boundaries Across the Five Years
- 2024-2025: records organizational foundations, the development of China and U.S. structures, public awareness, and early volunteer participation.
- 2026: combines completed work, work in progress, and plans for the year, including early Halo research, preparation of art and music resources, development of the Star Wish mechanism, public education, and partner connections.
- 2027-2028: consists of future plans and targets, including volunteer development, corporate partnerships, direct support targets, research, and policy dialogue. These are not completed results.
Readiness Before Launch
Before delivery begins, each program must confirm needs and scope, partner qualifications, budget and compliance, child and family safeguards, data privacy, professional boundaries, and the method for records and feedback.
Any Halo exploration involving health or behavioral data requires evidence review, privacy protection, data compliance, and assessment of medical boundaries. Art and music activities are positioned as opportunities for expression and participation, without unverified therapeutic claims.
Next Step
HGC will continue refining program design and delivery requirements under the five-year roadmap. Application, registration, partnership, and support channels will be published through the website and confirmed official channels only when the relevant conditions are ready.
